Subsídios à ação fiscalizatória no combate ao tráfico de aves silvestres e exóticas em Santa Catarina
Subsidies to the enforcement actions against the illegal trade in wild birds and exotics in Santa Catarina. According to IBAMA reports from 2003 to 2006, 95% of illegal wildlife seizures in the state of Santa Catarina were of birds. This shows the need for further resources that can support such apprehensions. This work aims at helping the enforcement of environmental surveillance related to avifauna through the analysis of legal processes at the IBAMA`s fauna department in Florianópolis/SC, in 2008, 2009 and first half of 2010. Difficulties were observed in the processes’ technical aspects, related to both the identification of the specimens (41 cases) and the place where they were sent. The species that had more specimens apprehended was the Green-winged Saltator (Saltator similis), with 303 specimens, while the most frequent species was the Double-collared Seedeater (Sporophila caerulescens), with 65 records. The city with most apprehension processes and number of specimens was Itajaí (63 processes and 1464 specimens). Some problems identified could be mitigated by changes in the legislation like the use of a standard tags to be used by commercial breeders and reducing the number of animals that can be swapped between amateur breeders. The availability of a proper guide to be used in the act of surveillance would ensure greater certainty in identifying, reducing the time of processing of cases.
